Abstract
Public administration reform is a change rationally designed as a form of response to internal problems and changes in environmental demands of public administration, both internally and externally. Public Administration Reform purpose ends on improving the performance of public administration in all its dimensions for the benefit of the public at large. Public administration reform is not solely a scientific assessment complete above the words together scientific, systematic and objective, but also as an art (arts) at the level of implementation through the expertise of the designer to choose a reformist and combine the Classical paradigm, NPM and NPS .
