Abstract

he purpose of this study is to prepare human resource related to superior local products based on business clusters in North Lombok Regency. This research is descriptive explorative in nature describing and exploring field findings in order to solve the research problem. Steps of the research include (1) identifying cluster bases, (2) determining chains and paths in use, (3) estimating required human resource characteristics,and (4) structuring the model of planning and development for human resource development (HRD) which is compatible with cluster beased development. It was found that there are some potentially superior local producta that are possibly to be developed in North Lombok Regency, namely: food crops, plantation, and fishery products, manufacturing and tourism industry. This is evidenced by the high production level and the area wide of the commodities. There are several commodities that pottentially can be developed as a cluster, then prepared the design of the human resource need for the bussiness cluster development. The biggest constraint is the low quality of the human resource to be designed as bussiness cluster locations. In the short term, the cluster designs that have bigger chance to be developed are coconut processing center in the Sub District of Tanjung and furniture craft center in Santong Village in the North Lombok Regency.
