Abstract
Aim of this research is to figure out an appointment of High Leadership Position Pratama Secretary District/City based on Act Number 5 Year 2014 Regarding State Civil Apparatus. The legal issue in this article is the appointment of High Leadership Position Pratama Secretary District/City following effective of Act Number 5 Year 2014 Regarding State Civil Apparatus. This research is normative research by conduct literature study. The approach in this research are statute approach and conceptual approach. Conclusion of this study that there is an unclear rule regarding filling the position of High Leadership Position Pratama Secretary District/City in Act Number 5 Year 2014. This is specifically in part of replacement position of High Leadership Position Pratama Secretary District/City when the Secretary District/City has not finished the five years the position period.
