Abstract
This research is motivated by the limited studies on the revolutionary paradigm in public administration, despite its importance in understanding contemporary governance practices. This study aims to analyze the latest developments in the revolutionary paradigm of public administration, with a specific focus on the stages of its evolution. A qualitative approach is employed, utilizing literature review with an integrative methodology. Data is collected through content analysis of relevant academic sources. The results indicate that the revolutionary paradigm of public administration evolves from old public administration to new public management, then to new public service, and culminates in new public governance. These findings advance the field by highlighting new public governance as the latest development in the revolutionary paradigm, emphasizing its crucial role in shaping contemporary administrative practices. For policymakers and practitioners, this suggests the need to adopt the principles of new public governance to enhance effectiveness and responsiveness in public administration. This study underscores the importance of understanding these stages of evolution and calls for further work on aspects of the revolutionary paradigm that have yet to be addressed to provide insights for future research and practice.
