Need Analysis and Syllabus Design for Teaching English for Secretary at Lembaga Pendidikan dan Kompetensi Nasional (LPKN) Mataram

Abstract

The need for secretaries in Indonesia is expected to grow in the coming years. According to the Ministry of Manpower (2024), the number is projected to increase from 44,080 in 2025 to 72,864 in 2029. This steady rise highlights the importance of preparing well-trained secretaries, particularly those with strong English communication skills, to meet the needs of sectors such as tourism and international business. This national trend is especially relevant to Lombok, which is rapidly solidifying its position as a global hub for tourism and international investment, creating an urgent demand for administrative professionals with high-level English communicative competence. This study aimed to identify the English language needs of secretarial students at Lembaga Pendidikan Kompetensi Nasional (LPKN) Mataram and, based on these needs, to design a relevant syllabus. Participants included twenty secretarial students, two alumni working as professional secretaries, and one lecturer. Data were collected through interviews, questionnaires, and document analysis, and then analyzed using data reduction, data display, and conclusion drawing. The study identified nine authentic tasks performed by secretaries: managing schedules, providing administrative support, handling organizational activities, writing various types of letters, managing HR administration, managing financial administration, ensuring legal document compliance, handling business trips, and assisting with public relations administrative tasks. The syllabus development was aligned with SKKNI (Standar Kompetensi Kerja Nasional Indonesia) and organized into eight main elements: learning outcomes, learning objectives, materials, performance indicators, sub-topics, methods, sources and media, and assessment.
