Abstract
This study aims to evaluate the implementation of the Link and Match program between State Vocational Schools and Business/Industrial World (DU/DI) partners in Mataram City using the CIPPO evaluation model (Context, Input, Process, Product, and Outcome). The study was conducted using a qualitative, multi-site design at SMK Negeri 2 Mataram and SMK Negeri 7 Mataram. Data were collected through in-depth interviews, observation, and documentation. The results showed that the Link and Match program has been implemented across all CIPPO dimensions, but with varying levels of effectiveness at each school. In the context dimension, regional policy support and industry commitment are key determinants of program sustainability. In the input dimension, curriculum synchronization and teacher competency improvement have been implemented, although the intensity and consistency differ. The process dimension is the main differentiating factor, particularly in the implementation of teaching factories and the duration of Field Work Practices (PKL). In the product dimension, both schools produce certified graduates, but industry validation through job absorption is stronger at SMK Negeri 2 Mataram. In the outcome dimension, the levels of job absorption and partnership sustainability are significantly influenced by strengths in the context and process dimensions. This study concludes that the CIPPO model is effective for systematically evaluating vocational partnership programs and for explaining the causal relationships among dimensions to increase the relevance and competitiveness of SMK graduates.
